With the budget locked in, the immediate tasks fall to Dubai Municipality and project delivery teams. They must finalise tender schedules, apply the new rating criteria and confirm integration points between the Al Khail carriageway and existing Sheikh Zayed Road traffic systems. Contractors will need to demonstrate compliance under the updated rating framework before bids are accepted.
Agencies will also set milestones for the rail and air taxi programmes so that civil works funded in the 2026 allocation align with service start dates. These decisions will determine cash flow timing and risk allocation for the balance of the AED47.8 billion envelope.
