Dubai Awards Contracts for Five New Community Neighbourhood Councils

The Dubai Municipality and Community Development Authority awarded a contract in April 2025 to construct five new community neighbourhood councils in Nad Al Sheba II, Al Awir II, Al Barsha South I, Al Warqa II and Hatta. Completion is expected between late 2025 and mid-2026. The councils form part of ongoing efforts to expand resident input on local services.

These initiatives build on earlier consultation programmes. In September 2025 the Community Development Authority launched the Community Majlis Consultant initiative, which provides licensed psychological and social specialists for free sessions on family, parenting and mental wellbeing. The same authority introduced the Legal Clinic to offer free consultations to Dubai residents on rights under the Child Protection Act and Personal Status Law.

Channels for resident input

Dubai Municipality operates the Future Signals programme, which lets residents submit comments and suggestions on city development and new amenities through the municipality WhatsApp channel. In May 2023 the municipality held on-the-ground consultations with Al Barsha residents to plan two parks and a central recreational space that match community needs.

The five new councils will operate alongside these existing channels. They are intended to create additional venues for residents to discuss neighbourhood priorities directly with authorities. The locations selected cover both established and developing areas across Dubai.

Practical effects for households

Households in the five named areas will have a dedicated local body once construction finishes. Residents elsewhere can continue using the Future Signals WhatsApp channel and the Community Majlis Consultant and Legal Clinic services, which are open to all Dubai residents. The programmes focus on family guidance, legal awareness and feedback on parks and amenities.

Authorities have not released further details on staffing or meeting schedules for the new councils. The contract award notice states that the five facilities will be completed on the stated timeline.
